      2024 Me speaking, I feel like being lazy on the arrangement today, so heres an old paper I made on a way to reform the student government back when I was in middleschool and highschool. Its 5 pages long and I am not changing any of the text or formatting. Good Luck!


Student Council Reform


      Seeing as the current government is about as powerful and stable as the Articles of Confederation, I propose a totally new form of government meant to resemble actual government in the closest way possible.
2 Branches
  • Legislative/Executive
  • Judicial


  •       Legislative/Executive Branch:
  • Composed of two senators from every advisory and at least one representative from every subject based on enrollment.
  • Bicameral
    • House of Representatives (subject reps.)
    • Senate (advisory sen.)
  • Executive office, composed of a consul and co-consul elected along with the senators, much akin to a speaker of the house crossed with a president
    • Consuls run for the office and campaign like a U.S. President but by no means above their fellow congressmembers.
    • Responsible for foreign affairs, enforcement of law, and basic state function
    • Has a special seat in congress
    • All laws passed by the consul must go through the same process congress laws go through
    • Both have to propose and ratify congressional laws, but to pass consular laws both consuls must agree. (sign)
    • Both consul and co consul have equal power but must both agree on the following for them to be carried out
      • Passing Laws
      • Mobilizing
      • Spending Money
      • Taking out or paying off loans
    • Consular Laws cannot touch on taxes or finance
    • Consuls cannot declare war
    • One of the two consuls must ratify a congressional law for it to proceed.
    • Congressional Laws can include anything and can start in both houses
      • Laws must pass with a majority vote on all cases except impeachment or declaration of war those require 2/3 vote in both houses
    • Congress can create any of the necessary departments, committees, bureaus, or agencies needed for proper government function (to create need 2/3 vote)
    • After congressional or consular laws are ratified it will go to the council of Judges for overview and final ratification.


  •       Judicial Branch:
  • Not elected
  • Not appointed
  • Dont run for office
  • Composed entirely of District Employees with the highest ranking employee at its head in the Council of Judges
  • Council of Judges
    • Headed by highest ranking member
    • Members not approved by congress or the consuls
    • Members not elected
    • Members soley district employees
    • Overview and ratify every law that Congress or the consuls make (ratify with majority vote)
    • Comprised of at maz 7 members including the head
    • Law cannot be enacted or enforced without the courts vote
    • Judicial vote can be overturned in an appeal vote by a unanimous vote from the congress and consuls
    • Repeals and Amendments to previously existing laws must also go through the court
    • Court cannot propose laws
  • Courts also act as an actual court students can bring cases to with the Council of Judges being the Supreme Court and having final authority, minor courts can be established by the Council of Judges with collaboration with congress.
    • All cases must follow United States Standard Due Process of Law


  •       Additionally:
  • Anything deemed unconstitutional or undemocratic will go to a popular vote from the students to settle in a majority vote, not either branches
  • Only students can serve in the legislative/executive branch
  • Senators serve for one semester, Representatives and Consuls for two semesters
    • If any senator, representative, or consul may be unfit to serve - moved away/schools, switched classes, kicked from class, or suspended indefinitley, then a snap election would take place to fill that vacancy in the same manner as a normal election
  • Elections are held in advisory, where students write down their candidate on a half sheet of printer paper and whoever wins majority gets the seat.
  • Campaiging will start on the second full week of school
  • Elections will take place on the second day of the fifth full week of school
  • No branch can ever dissolve congress
  • Council of Judges needs at least 4 members present to vote
  • Congress and the Council of Judges and the Consuls must meet with one another at least once a month during the school year, and both need to meet only once during breaks (spring, winter)
  • The government is dismissed over summer break, no one needs to meet then.
  • Terms end as soon as the new person gets elected in
  • In times of dire crisis - natural or financial - the consular laws no longer need approval from the council of judges - all rules still apply though
  • Crisies must be announced by both consuls to take effect lasts a day but can be reenacted as many times as needed
  • Food Revenue = Taxes
  • Consuls get $30 allowance per week and are paid $10/hr. for compensation of their time
  • All cabinet members must be appointed by the senate in a 2/3 vote (the military is just the various sports teams)
  • Upon the enactment of this constitution, 6 new departments will be created, 3 bureaus, and 1 agency, along with the needed committees.

    • Department of Defense
    • Department of Food and Drugs
    • Bureau of Labour
    • Bureau of Commerce
    • Bureau of Alcohol Tobacco Firearms Drugs and Explosives

  •       Cabinet:
  • Department of State
    • Head - Secretary of State
      • Appointed by the consuls, approved by the senate
    • Deals with foreign bodies, foreign policy, trade and other necessities
  • Department of the Treasury
    • Head - Secretary of the Treasury
      • Appointed by the consuls, approved by the senate
    • Manages finances
    • Deals with collecting money
      • Fundraisers, food revenue, has a hand in trade
  • Department of Public Relations
    • Head - Secretary of Public Relations
      • Appointed by the consuls, approved by the senate
    • Deals with Public Relation
      • Make monthly summaries on government actions
        • Somehow publishes or delivers those summaries (speeches, newspaper, news channel, etc.)
  • Department of Transportation
    • Head - Secretary of Transportation
      • Appointed by the consuls, approved by the senate
    • Deals with transport to and from the campuses (bus, pickup and dropoff policies)
  • Department of Defense
    • Head - Secretary of Defense
      • Appointed by the consuls, approved by the senate
    • Deals with student safety
    • Plans sports games (jointly with the sports teams of both sides)
    • Sees that all extracurricular activies are given adequate funding
    • largely ceremonial, attends all games
  • Department of Food and Drugs
    • Head - Secretary of Food and Drugs
      • Appointed by the consuls, approved by the senate
    • Deals with lunch food
      • plans the calendar, what types of food, and the prices (joint with the sec. of state & treasury
    • Deals with drugs (regulates, taxes, or cracks down on drugs)
  • Bureau of Labor
    • Head - Principal of Labor (serves until graduation)
      • Appointed by the consuls, approved by the senate
    • Deals with district employees, work standards, pay, and works with the district for the curriculum and yearly calendar
  • Bureau of Commerce
    • Head - Principal of Commerce (serves until graduation)
      • Appointed by the consuls, approved by the senate
    • Deals with the Treasury and State Departments to handle trade and the economy
  • Bureau of Alchol, Tobacco, Firearms, Drugs, and Explosives
    • Head - Principal of Amenities (serves until graduation
      • Appointed by the consuls, approved by the senate
    • Deals with all of that, how to handle them and efficently prohibit them
  • Central Intelligence Agency
    • Head - Director of the Board (serves until graduation)
      • Appointed by the consuls, approved by the senate
    • Deals with everything the CIA and FBI does in real government

  •       Rights:
  • Freedom of Speech, religion, press, opinion, and peaceful protest
  • Protection from double jeapardy
  • Government can impress citizens
  • Government cant force the housing of soliders
  • Protection from cruel and unusual punishment
  • Students have a right to a trial by law and jury in an assembly of their peers in a trial by due process of law
  • Slavery is banned
  • Every student can vote
  • No one can be taxed, fined, or prevented from voting
  • Government officals cannote raise their pay without the consent of the consuls and their cabinet
  • The government cannot make any law or statement, nor have bias favoring or diavowing any religion, class, culture, gender, race, or ethnitiy and creed
  • This document and government acknowledges rights not yet listed here must also be protected
  • Any future powers not specified in this document will and must be reserved to the Congress and the Students
  • All rights, privileges, and Laws of the United States government and the Government of the Residing State, County, and Township still apply.



  •       Ok back to 2024 me, heres some thoughts.
  • I appreciate that I was just always a parliamentarian apparently, inventing a new, weirder type of prime minister for this job that my romavoo ass head inexplicably named consul
  • I dont know what "defense" and "mobilize" is really doing here, who is James Heathe Middle School (location; Lawrence Kansas) declaring war on? just???
  • I love the use of "regulate or taxes" in the Dept. of Food, lawl. I almost hope I wasnt kidding there because I would love a "legalize it" movement but among the 4th graders
  • Dont you think its almost a little demeaning having a Dept of Labor like that. Imagine if the interface between you and your boss was the employee, and they were the cheif negotiator when deciding shit like salary. Bad move.
  • Consuls getting paid is another peak comedy moment, baby this is highschool, your ass is not getting paid. I would change that if I remade this.
  • Consular Law is kind of silly, I think it didnt cross my mind that the two consuls would probably not be diametric foes.
  • I seemingly was more of a cynical politican back then, which is odd
  • I suppose I should give up the ghost and admit this government was designed to be taken advantage of. I made note to include the Dictator Clause, which I hoped would allow a very easy abolishment of the Judicial branch and a total rule by the student body, but really could have been used for anything. That is all I remember though, Idk what I was cooking with the Kid CIA, hunting down Little-Bin-Laden in Pakistan County.
