2024 Me speaking, I feel like being lazy on the arrangement today, so heres an old paper I made on a way to reform the student government back when I was in middleschool and highschool. Its 5 pages long and I am not changing any of the text or formatting. Good Luck!
Seeing as the current government is about as powerful and stable as the Articles of Confederation, I propose a totally new form of government meant to resemble actual government in the closest way possible.
2 Branches
Legislative/Executive Branch:
- House of Representatives (subject reps.)
- Senate (advisory sen.)
- Consuls run for the office and campaign like a U.S. President but by no means above their fellow congressmembers.
- Responsible for foreign affairs, enforcement of law, and basic state function
- Has a special seat in congress
- All laws passed by the consul must go through the same process congress laws go through
- Both have to propose and ratify congressional laws, but to pass consular laws both consuls must agree. (sign)
- Both consul and co consul have equal power but must both agree on the following for them to be carried out
- Passing Laws
- Mobilizing
- Spending Money
- Taking out or paying off loans
- Consular Laws cannot touch on taxes or finance
- Consuls cannot declare war
- One of the two consuls must ratify a congressional law for it to proceed.
- Congressional Laws can include anything and can start in both houses
- Laws must pass with a majority vote on all cases except impeachment or declaration of war those require 2/3 vote in both houses
- Congress can create any of the necessary departments, committees, bureaus, or agencies needed for proper government function (to create need 2/3 vote)
- After congressional or consular laws are ratified it will go to the council of Judges for overview and final ratification.
Judicial Branch:
- Headed by highest ranking member
- Members not approved by congress or the consuls
- Members not elected
- Members soley district employees
- Overview and ratify every law that Congress or the consuls make (ratify with majority vote)
- Comprised of at maz 7 members including the head
- Law cannot be enacted or enforced without the courts vote
- Judicial vote can be overturned in an appeal vote by a unanimous vote from the congress and consuls
- Repeals and Amendments to previously existing laws must also go through the court
- Court cannot propose laws
- All cases must follow United States Standard Due Process of Law
Additionally:
- If any senator, representative, or consul may be unfit to serve - moved away/schools, switched classes, kicked from class, or suspended indefinitley, then a snap election would take place to fill that vacancy in the same manner as a normal election

- Bureau of Alcohol Tobacco Firearms Drugs and Explosives
- Central Intelligence Agency
Cabinet:
- Head - Secretary of State
- Appointed by the consuls, approved by the senate
- Deals with foreign bodies, foreign policy, trade and other necessities
- Head - Secretary of the Treasury
- Appointed by the consuls, approved by the senate
- Manages finances
- Deals with collecting money
- Fundraisers, food revenue, has a hand in trade
- Head - Secretary of Public Relations
- Appointed by the consuls, approved by the senate
- Deals with Public Relation
- Make monthly summaries on government actions
- Somehow publishes or delivers those summaries (speeches, newspaper, news channel, etc.)

- Appointed by the consuls, approved by the senate
- Deals with transport to and from the campuses (bus, pickup and dropoff policies)
- Head - Secretary of Defense
- Appointed by the consuls, approved by the senate
- Deals with student safety
- Plans sports games (jointly with the sports teams of both sides)
- Sees that all extracurricular activies are given adequate funding
- largely ceremonial, attends all games
- Head - Secretary of Food and Drugs
- Appointed by the consuls, approved by the senate
- Deals with lunch food
- plans the calendar, what types of food, and the prices (joint with the sec. of state & treasury
- Deals with drugs (regulates, taxes, or cracks down on drugs)
- Head - Principal of Labor (serves until graduation)
- Appointed by the consuls, approved by the senate
- Deals with district employees, work standards, pay, and works with the district for the curriculum and yearly calendar
- Head - Principal of Commerce (serves until graduation)
- Appointed by the consuls, approved by the senate
- Deals with the Treasury and State Departments to handle trade and the economy
- Head - Principal of Amenities (serves until graduation
- Appointed by the consuls, approved by the senate
- Deals with all of that, how to handle them and efficently prohibit them
- Head - Director of the Board (serves until graduation)
- Appointed by the consuls, approved by the senate
- Deals with everything the CIA and FBI does in real government
